ROBERT HERZSTEIN

As Under Secretary of Commerce for International Trade in 1980, Mr. Herzstein led the U.S. effort to achieve effective access to China's market, following the signing of the U.S.-China Trade Agreement. He established the U.S.-China Law Committee, which sponsored efforts to begin building an effective framework for trade and investment. In 2000 the Harvard China Review published his article Fitting China into the WTO - Can China Function in a Law-Governed Trading System?

Mr. Herzstein is a member of the law firm of Miller & Chevalier. He was lead counsel to Mexico in the negotiation of the North American Free Trade Agreement, and previously served as a counsel to Canada and to Israel as they negotiated free trade agreements with the United States He is a director of the International Law Institute, which trains lawyers and officials in developing countries with regard to the legal framework for international trade and investment. He is also a director of the Council of the Americas, Partners for Democratic Change, and the Appleseed Foundation. He is a graduate of Harvard College and of Harvard Law School, where he served as visiting lecturer in 1999.
